every state should have one. if you had trouble w. a free speech issue youd call up your local tribunal. their experts would investigate the problem. in one working day youd get a decision. if you didnt like the decision you could appeal. they would have power to impose fines but not jail. as it is now there is no enforcement mechanism in place. that is why free speech is just about dead
